Georgia’s foreign-worker procedure changed during 2026. We apply the rule currently in force to the real employer, beneficiary and activity instead of relying on an older online summary.

Under the Labour Migration framework, a Georgian employer normally applies for a foreign employee, while a self-employed foreigner normally applies personally. The 2026 procedure also contains exemptions whose wording must be applied to the real employer, beneficiary, work location and activity.

A Georgian IE extract or invoice is not enough by itself. The file must identify the approved profession and economic activity, show the real business basis and satisfy the current procedure, including the personal steps that apply to the self-employed route.

Do I need a Georgian right to work?

It depends on the real arrangement. We review the employer or client, legal and economic beneficiary, work location, profession or activity, Georgian registrations and any current exemption before recommending an application.

Who applies for the right to work: the employee or the employer?

A Georgian employer normally applies for a foreign employee. A self-employed foreigner normally applies personally for the approved profession and economic activity. The supporting evidence and procedural steps are different.

Can a remote worker with a foreign client be exempt?

The July 2026 rules include an exemption for qualifying work or services for a non-resident where the work is connected with that non-resident’s activity outside Georgia, subject to the wording and exceptions in force. A foreign payment alone is not enough; the real beneficiary and activity must be documented.

What does the employer need to prepare?

The starting information usually includes the Georgian employer’s company details, authorised contact, proposed role, draft employment agreement, workplace, start date, headcount and relevant revenue or foreign-worker information. We confirm the vacancy or exception evidence and prepare the filing materials.

What does a self-employed applicant need to prepare?

Start with the passport and lawful-stay details, Georgian business registration, actual profession and activity, contracts, recent invoices or revenue records, qualifications and experience. The full list depends on the current turnover or newly registered-business route.

Can the foreign employee start work while the application is pending?

Do not assume that filing authorises work. The start date should be planned around the applicable approval, registration and immigration conditions. We show the employer when the proposed work can lawfully begin.

What happens after the right to work is approved?

The person may need to apply for the relevant D1 visa or residence permit within the statutory timetable. The decision also needs to be reflected in the contract, payroll, start date and any later change or renewal calendar.
